Parcel revenues decline in Luxembourg for the first time since 2016

Letter mail provided more than half of the total revenues in the Luxembourgish postal sector in 2024 but they continued to decline compared to previous years. Despite a rise in parcel volumes, parcel revenues declined for the first time since 2016, reflecting strong price pressures due to high market concentration. These were some of the conclusions from the 2024 statistical report on the postal sector published by ILR, the Luxembourgish postal regulator, on 18 November 2025.
European Council calls for temporary import levies on small parcels from outside the EU

The European Council has supported the removal of the €150 customs duty exemption threshold for parcels coming from outside of the EU starting from 2028. In addition, the Council announced it would start working on a temporary solution to levy customs duties on imported packages below the €150 threshold as of 2026.
UK to consider introducing a discount scheme for vulnerable postal users

Ofcom, the UK communications regulator, is inviting stakeholder views in its call for input in preparation for the future review of pricing and affordability of postal services. In addition to a potential discount scheme for vulnerable users, stakeholder responses are sought on whether the regulator should change its current overall approach to price regulation.
Poland raises the annual universal postal service compensation limits for 2026 and 2027

Poland amended the postal law to enable higher net cost compensation for Poczta Polska for its provision of the universal postal service in the years 2024 and 2025. The compensation will be paid in 2026 and 2027.

Ofcom fines Royal Mail £21m for failing to meet delivery targets in 2024/25

This is the third consecutive year in which the UK regulator fined the postal universal service provider for poor quality of service. Ofcom urged Royal Mail to significantly and continuously improve its delivery performance to avoid any future penalties.
