RSPG recommends further spectrum harmonisation to facilitate direct-to-device in the EU

The high-level EU spectrum advisory body proposes possible harmonisation of the current spectrum bands for electronic communications services to facilitate satellite direct-to-device connectivity. In a separate opinion on the next World Radiocommunication Conference, the RSPG identifies the possible agenda items for a common EU position. The RSPG also plans to develop a 6G spectrum roadmap in 2026.

European Commission finds that the EU roaming regime is still relevant and effective

The European Commission’s first review of the EU’s revised Roaming Regulation finds that the roaming regime continues to deliver concrete benefits for consumers and that it remains sustainable for operators to implement.

GIA implementation: access to existing infrastructure and land

The European Commission focusses on fair and reasonable terms, conditions and pricing in its consultation on the implementation of access to existing infrastructure and land under the Gigabit Infrastructure Act (GIA) until 17 September 2025.

Fair use policy for intra-EU voice and SMS to be based on average national volumes

Consumers of intra-EU voice calls and SMS may have to pay surcharges on top of the current retail cap if they use “significantly higher” volumes than the average volumes in their country. The European Commission, however, does not define these surcharges in its draft measure that is open to feedback until 21 July 2021.

RSPG consults on future of the upper 6 GHz and sub-700 MHz bands in the EU

The high-level EU spectrum advisory body recommends a prioritised band split between mobile and Wi-Fi for the upper 6 GHz band. For the sub-700 MHz band, further harmonisation efforts will be difficult, but any future EU framework should acknowledge the current and possible future uses of the band.

European Commission consults on whether to maintain or reduce the number of relevant markets

The Commission plans to review the 2020 recommendation on relevant markets susceptible to ex ante regulation, with a consultation open from 17 June until 17 September 2025.
