The DNA explained: more EU guidance to protect end users against fraud 18 February 26 Laurence Nivot

The proposed Digital Networks Act (DNA) largely maintains the current set of end-user rights.

In addition, the European Commission highlights the need for a coordinated approach to fight fraudulent activities that affect telecoms end users.

The Commission proposes to:
 

  • adopt BEREC guidelines on the technical and legal measures to protect end-users against fraud
  • include in the DNA some provisions of the e-Privacy Directive, regarding the presentation of the end user’s calling line identification (CLI)
  • maintain the principle of maximum harmonisation and key end-user rights when switching providers
  • give member states the possibility to mandate access to emergency services using number-independent interpersonal communications services.
